Constitution and Regulations of the International Human Rights Movement (IHRM)
The International Human Rights Movement (IHRM) is a global organization dedicated to the protection of human rights. The constitution of IHRM was drafted on February 17, 2004, to govern its organizational affairs. IHRM advocates against oppression worldwide, whether it affects communities, groups, or individuals, without any distinction of race, creed, religion, or sect. It operates as a non-funding, non-charity organization, meaning it does not receive or provide funding from or to any government, political party, individual, or its members.

Organizational Structure and Regulations
1. Global President
The Global President oversees the organization’s operations worldwide. Assigns responsibilities to new members from different countries. Decisions made by the President are final and binding. However, consultation may be sought on specific matters.
1.1. Global Chairman/Chairperson
The second-highest position after the President.
Responsible for supervising global operations and delegating tasks to regional teams. Decisions at the global or national level are non-negotiable unless explicitly open for discussion.
2. Chief Ambassador
This position is reserved for experts in their respective fields. Ambassadors represent the organization globally and contribute to its welfare through their knowledge and expertise.
2.1. Coordinator
Acts as a liaison between ambassadors and the Global President. Conveys the President’s directives to ambassadors in all countries and remains in contact with the President and Global Chairman.
2.2. Advisor
Advisors are experts who provide guidance on organizational matters. They monitor operations and assist regional teams when necessary.
2.3. Special Ambassador
An honorary position given temporarily during emergencies such as natural disasters, accidents, or post-war recovery missions.
3. Provincial and Regional Responsibilities
3.1. Provincial Chairman
Represents the organization at the provincial level. Oversees provincial matters without directly interfering in the decisions of provincial presidents. Can notify decisions only with the agreement of provincial presidents.
3.2. Division and District Presidents
Division Presidents oversee all divisional activities and finalize appointments. District Presidents manage all activities within their district and report directly to provincial authorities.
3.3. Tehsil President
Responsible for managing operations within their respective tehsil, under the direct supervision of the District President.
4. Key Administrative Positions
4.1. Central Chairman of the Complaint Cell
Handles complaints across all provinces, including Azad Kashmir and Gilgit-Baltistan. Has the authority to form committees for investigations and finalize their composition.
4.2. Senior Vice Chairmen
Serve as acting Chairmen in their absence but do not have decision-making authority in organizational matters.
4.3. General Secretaries
Maintain administrative records and oversee all organizational data at their respective levels. Central General Secretaries coordinate between provincial levels and the Central President.
4.4. Country Directors
Collaborate with the Central Committee and propose constitutional amendments where necessary.
4.5. Media Coordinator
Responsible for relaying investigative reports to the Executive Committee for final decisions.
5. Tenure of Officials
Central, provincial, and regional leaderships are elected for 4 years. Tenure extensions are performance-based.
6. Amendments to the Constitution
The first constitutional amendment was enacted in November 2024, under the leadership of: Rana Basharat Ali Khan, World Chairman. Malik Irfan Awan, Vice Chairman and Gold Medalist Poet.
Dr. Tahreem, Chairperson of the Executive Committee. Muhammad Mahboob Siddiqi, Media Coordinator. Rana Muhammad Faisal, Chairman of the Complaint Cell. Future decisions and organizational matters will adhere to this amended constitution.
Core Committee Formation Procedure
The core committee of each province in Pakistan will comprise 5 members:
Punjab: 5 office bearers
Sindh: 5 office bearers
Balochistan: 5 office bearers
Khyber Pakhtunkhwa: 5 office bearers
Azad Kashmir: 5 office bearers
Selection Process of Core Committee Members:
One member will be selected from each division of the respective province. If the number of divisions in a province exceeds the committee’s capacity, the Provincial President has the authority to increase the number of members. The core committee will function under the supervision of the Provincial President.
Emergency Protocol:
In case of any emergency or organizational misconduct, the core committee, after consulting the Provincial President, must report the issues to the Chief Organizer.
The Chief Organizer will forward the report to the Executive Committee for final decision-making.
The Executive Committee will send the final report to the Central Media Coordinator for dissemination and sharing across social media and the organization’s website.
Powers of the Core Committee:
The committee has the right to provide recommendations only. It does not have the authority to remove or appoint members.
General Secretary
Provincial General Secretaries will remain in constant coordination with the Central General Secretary. The Central General Secretary will work under the supervision of the Central Chairman and assist in organizational efficiency and emergency response.
Chairman & Chief Organizer
Provincial Chairmen, along with the Central Chairman and Chief Organizer, will work under the Executive Committee. Responsibilities include preparing plans for organizational development, restructuring, meetings, protests, and other administrative matters in consultation with the Executive Committee.
All plans must be approved by the Executive Committee and forwarded to the Central Media Coordinator.
Hierarchy:
All Provincial Chairmen, Senior Vice Chairmen, and Central Vice Chairmen will work under the Central Chairman. Annual performance reports must be prepared and disseminated by all.
Media Secretaries
Provincial Media Secretaries will work under the Central Media Coordinator. They will ensure timely submission of media reports to the Central Media Coordinator for publishing statements and news in newspapers and television channels.
Chief Organizer
All provincial organizers, including those from Azad Kashmir, will coordinate with the Central General Secretary and operate under the supervision of the Chief Organizer.
Administrative Wing Structure
All provincial wings will operate under the Mother Wing.
Divisional wing presidents will report to the Provincial President of the Mother Wing. Similarly, Provincial Presidents of wings will report to the Central President of the Mother Wing.
Hierarchy of Positions:
Each province will have a President, General Secretary, Joint Secretary, Media Secretary, Organizer, Chairman, Vice Chairman, and Vice President, extending to divisions, districts, and tehsils.
Central Chief Media Coordinator
The Central Chief Media Coordinator is responsible for:
Promoting communication awareness campaigns. Ensuring coordination facilities within and outside the country.
Executive Committee
The Executive Committee holds the ultimate authority in organizational decisions.
It works under the World Chairman but remains autonomous in decision-making. The committee is responsible for organizational development, disciplinary measures, and submitting a final report to the World Chairman. Annual performance reports and meeting schedules are to be shared with the Chief Organizer.
Complaint Cell
Each province, including Azad Kashmir and Gilgit-Baltistan, will have a Complaint Cell Chairman. Provincial Complaint Cell Chairmen will report to the Central Complaint Cell Chairman, who has the authority to finalize or revise provincial committees.
General Guidelines:
Communication within the organization is authorized only through the World Chairman, Central Chairman, Ambassadors, Chief Organizer, and Executive Committee. No office bearer is allowed to collect funds in the organization’s name.
Meeting Guidelines:
Presidents at all levels (central, provincial, district, and tehsil) are required to arrange a meeting every three months and share reports in groups.
Consistent absence in meetings or poor performance may result in investigation and potential removal from the organization, subject to the Executive Committee’s decision.
Annual Reports and Meetings:
The Executive Committee must present an annual performance report to the World Chairman.
The World Chairman will hold at least one annual meeting with all central and provincial office bearers. The Chief Organizer will conduct monthly meetings with provincial teams. Provincial Chairmen and Presidents are responsible for regular monthly meetings at their respective levels.
Performance Monitoring:
Monthly and annual meeting reports must be shared in designated organizational groups.
