About one million civil and family cases were pending in Punjab province at the end of December 2017 and there are only 938 judges to deal with them, which means that one judge is handling more than 1000 cases.
To improve this situation, the number of judges for civil and family cases will have to be increased to about 2,000 so that one judge will be responsible for 500 cases.
The low number of judges is the reason for the delay in cases, but according to him, the biggest obstacle in the way of completion of cases is the legal community itself, and the biggest reason for delays in resolving cases is the lawyers themselves. If the lawyers of the plaintiff and the accused insist that they want to settle the case, then no judge can stop them, but it does not happen.
The tendency of lawyers to go on strike also causes delays. The bar and bench are centrally responsible for resolving cases.
Giving licenses to lawyers without verifying and testing their educational qualifications leads to poor quality lawyers joining the judiciary and as a result many lawyers do not fulfill their responsibilities properly.
